The new EU reference laboratory for Foot-and-mouth disease: overview of activities conducted during the first three years

The new EURL for FMD was appointed on the 1st January 2019 as a consortium between Anses in France and Sciensano in Belgium. To improve and maintain diagnostic capacity of the European FMD laboratories, the EURL organizes an annual proficiency test based on outbreak scenarios. Panels of samples are designed for the detection and characterisation of FMDV/SVDV using virological and molecular tests and for the detection of FMDV/SVDV antibodies using serological tests. In 2019 and 2020, 38 countries participated in the PT, of which 31 countries supported by the European Commission and 7 countries supported by the EuFMD under a LoA signed with Anses. The EURL has organized its first annual scientific workshop (WS) on October 2019 at Anses in France. Fifty-six participants from 35 countries attended the meeting. Due to the Covid-19 pandemic, the EURL WS edition 2020 was held online. This form of meeting allowed more participants (70 in total) to attend. The EURL contributes to the global monitoring and control of FMD through collaboration with OIE, FAO and EuFMD and by providing diagnostic services to countries in case of an outbreak. In addition, the EURL participates to improvement of laboratory diagnostic capacity through training. In collaboration with EuFMD, the EURL conducted two surveys on the capacities and expertise of laboratories for the diagnosis of FAST diseases. Following these studies, training sessions were provided to REMESA member countries and to South-Eastern European neighbouring countries. The EURL also works to improve diagnosis by developing new methods as for example a triplex rt-RT-PCR method for FMDV detection developed and validated as well as a rt-RT-PCR for specific detection of the A/AFRICA/G-IV FMD virus lineage. Finally, the EURL has set up a website (http://eurl-fmd.anses.fr) open for free consultation to share more information and news with its network of 40 European laboratories and other interested international partners.
